The Kerala State Private Universities Bill 2025 sparks debate with significant policy shift, paving way for private universities in Kerala.
The Kerala State Private Universities (Establishment and Regulation) Bill, 2025, has created much debate and discussion in the State since it appears to be a significant policy shift for the CPM-led LDF government. Once passed, this Bill will pave the way for private universities to establish campuses across Kerala.
The private universities Bill has several guidelines. For instance, the universities must own stipulated land, deposit a corpus fund of ₹25 crore, and follow UGC and State government guidelines. They must reserve 40% of seats for Kerala students, follow the State’s reservation policy, and provide scholarships and fee waivers to SC/ST students.
Private universities will have the same rights and powers as public universities but won’t receive financial support from the State government. However, they can apply for research grants. The State government will have representatives in the university’s governing bodies to ensure proper management.
The Bill also protects the democratic rights of students, teachers, and staff, with grievance redressal systems in place. Employee benefits, including provident funds, must be guaranteed. Cabinet-approved changes to university laws removed the provision for setting up study Centers outside the State and abroad.
In an exclusive interview to The Hindu, Kerala’s Higher Education Minister R. Bindu said that the State’s decision to allow private universities isn’t a reversal of its stance against privatization. Instead, the government aims to introduce private universities with strict social regulations.
Ms. Bindu emphasized that private investment in universities is being allowed with social control, ensuring reservations, fee regulations, and scholarships for poor students. The government has strengthened public universities, which now offer quality education comparable to private institutions.
