Currently, the users can only record a voice message in one go and send it. They cannot listen to their recording before sending it.
As per Wabetainfo, the voice recordings feature is available for our WhatsApp account. WhatsApp is rolling out this feature for specific beta testers. If you already see voice waveforms during voice recording, you have higher chances to get the feature: just test sending a voice message and, if you see a pause icon, it means the feature is available!
