Based on the complaint filed by Girish A. According to the complaint, the police had made elaborate security in and around the stadium on Tuesday (June 3) night where thousands of fans gathered to celebrate the RCB victory in the final match.
On Tuesday at around 6 p.m., KSCA chief executive officer Shubendu Ghosh, had submitted a requisition to the police to organize victory celebration on Wednesday, which was denied considering security reasons and traffic issues. However the management announced the programme on social media inviting people for the event. Taking cognisance of this, an emergency meeting was arranged to discuss about the security measures and traffic arrangements and additional force was roped in for security. The complaint said necessary security had also been arranged at the Vidhana Soudha for the felicitation programme and getting the cricket team from HAL airport to Taj West End hotel to Vidhana Soudha premises.

Meanwhile lakhs of people gathered at the stadium for the programme and the crowd became uncontrollable due to the confusion of organizers on how to allow the people into the stadium which has a seating capacity of around 35,000. Due to this more gates were opened to allow the crowd which lead to stampede and commotion, the complaint claimed.
