Rules for Bhu Bharati Act being prepared to deliver comprehensive revenue services: Minister  

Revenue Minister ensures efficient and comprehensive revenue services through framing rules for Telangana Bhu Bharati Act.

Revenue Minister Ponguleti Srinivas Reddy has said that the Revenue department is actively working on framing rules and guidelines pertaining to the Telangana Bhu Bharati (Record of Rights) Act to ensure that people are given efficient and comprehensive revenue services.

The Bill was introduced and passed in the State Legislature after it was kept in the public domain seeking suggestions/modifications from experts in revenue affairs, as a result of which the Record of Rights Act had become a role model for others in the country. The department was continuing the same spirit in finalising the rules and guidelines so that people were given effective services.

The officials concerned had been asked to finalise the guidelines keeping in view the future requirements to ensure that land disputes are resolved once and for all. Accordingly, steps were being taken to see that there was no scope for even minor mistakes in the rules and guidelines. The Minister was speaking at a workshop on the Record of Rights Act attended by senior officials and district Collectors here on Tuesday. He recalled that the previous BRS government had enacted the RoR Act without framing necessary rules and procedures as a result of which people were put to severe hardships. The Dharani portal introduced by the previous government was replete with lapses hitting lakhs of farmers. “The previous government did not finalise the rules and guidelines three years after the legislation was passed,” he said.

The Congress government was therefore holding wide-ranging consultations with experts and officials at different levels to ensure that rules and guidelines were framed in a foolproof manner. Steps were being taken to see that there was no scope for new problems and the existing issues were resolved while rules would be framed in such a manner that the officials will not be in a position to commit any mistakes.

Asserting that the recently passed Bhu Bharati Act would resolve age old disputes, he said the department was taking steps to leverage technologies to deliver better services to the people.
