
Three Rivers sees ‘strong year’ for development with $60 million in approved projects in 2025

The Town of Three Rivers released its annual planning statistics summary, and Mayor Debbie Johnston says the report shows one thing's for certain — the town is growing, and quickly.
The summary, released during the eastern P.E.I. town's Jan. 12 council meeting, shows Three Rivers issued a total of 220 planning approvals in 2025, representing more than $60.4 million in estimated construction value.
“These numbers confirm that Three Rivers is one of the fastest-moving development communities on Prince Edward Island,” Johnston said in a news release.
“Three Rivers is an attractive and well-managed community, and this level of growth shows that people have strong confidence in investing here — in their homes, their businesses, and their future.”
The release states that 2025 was one of the town's “strongest development years on record.”
The approved applications for land development were not one-size-fits-all. Projects ranged from development permits and subdivision approvals to rezoning and signage applications.
But the majority of the applications, 78 per cent, were for builds that contributed to residential growth — a percentage Johnston said is telling of the town's appeal to newcomers.
“We did have a significant number of permits for single-family units, which is great," the mayor told CBC News. "To me, that means people are looking at Three Rivers as an attractive place to live and bring up families.”
She added that the developments were spread across the town, but there were some hot spots.
“Poole’s Corner has an industrial part that has sat idle for years, that [now] only has two lots left available,” Johnston said.
“Georgetown is seeing a tremendous amount of development … a lot of housing and upgrading of existing homes there….There’s been a nice mix, which I’m really happy with.”
The economic impact of the new projects is even greater, according to the release, which said the building activity is expected to generate more than $100 million in total economic impact.
Three Rivers approved a total of 230 applications in 2024, but Johnston said that the construction value last year was higher.
Growth in Three Rivers is not a new trend. The town’s 2024 development permit report noted it received a total of 248 applications that year, a 158 per cent increase over 2022.
