
IIT Madras, BHU, DU among top users of ONOS research platform with 11 crore downloads

One Nation One Subscription (ONOS) is beginning to reshape access to academic research in India. In its first year, the scheme enabled more than 11 crore article downloads across government institutions, with IIT Madras and IISc Bengaluru among the leading users.
IIT Madras and IISc Bengaluru led the use of the One Nation One Subscription (ONOS) platform in 2025, recording 40.3 lakh and 28.3 lakh research article downloads respectively, according to data from the Ministry of Education. Among central universities, Banaras Hindu University reported 15.3 lakh downloads, while Delhi University recorded 14.2 lakh.
In total, more than 11.3 crore scholarly articles were downloaded by students, researchers and faculty members across government institutions between January and December 2025, marking the first year of the scheme’s implementation.
The ONOS scheme was approved by the Union Cabinet in November 2024 and launched on January 1, 2025. It provides free access to international academic journals for users in government higher education and research institutions.
The central government pays publishers directly, removing subscription costs for institutions.
Officials said users are downloading around one crore research articles every month through the platform. The government has allocated nearly Rs 6,000 crore for the scheme for a three-year period from 2025 to 2027.
The platform currently offers access to journals from 30 major international publishers, including Elsevier ScienceDirect, Springer Nature, Wiley, Taylor & Francis, IEEE, Oxford University Press and Cambridge University Press.

OpenAI's head of ChatGPT, Nick Turley, has claimed that the AI startup may rethink its unlimited subscription plan. Turley believes that having an unlimited AI plan would be similar to having unlimited electricity, something that may not make sense. His comments come after OpenAI CEO Sam Altman hinted at selling intelligence as a utility in the future.
