
Delhi Excise Policy Case: From implementation, to the arrest and subsequent discharge; a timeline

AAP leaders Arvind Kejriwal and Manish Sissodia, and 21 others, get clean chit in the case while CBI has decided to appeal against the decision. Here is a timeline of events that unfolded in the Delhi Excise Policy case.
Arvind Kejriwal, AAP national convener, and party leader Manish Sisodia were discharged by a Delhi court on Friday (February 27, 2026) in an excise policy-related corruption case. Refusing to take cognisance of the CBI chargesheet citing “internal contradictions”, Special Judge Jitendra Singh rapped the federal agency for lapses in the investigation.
Besides the two leaders, 21 others were given a clean chit in the case, including Telangana Jagruthi founder and former Chief Minister K. Chandrasekhar Rao’s daughter K. Kavitha. While the detailed order is awaited, the CBI has decided to appeal against the court’s decision in the Delhi High Court stating that “several aspects of the investigation have been ignored or not considered adequately”.
The new liquor policy was implemented by the AAP-led government in November 2020 and was withdrawn in July 2022, following pushbacks in the form of a report by the then Chief Secretary of Delhi and the initial probes by CBI. Mr. Sisodia was accused in an FIR by the CBI soon after (August 17, 2022) and was later arrested in February 26, 2023. Kejriwal was arrested in March 2024, after skipping a series of summons by the Enforcement Directorate (ED).
Apart from the two AAP leaders, others - like the Kavitha, her former Chartered Accountant, businessman Abhishek Boinpally, and more - were arrested in connection with the case.
