Premier François Legault will hold a news conference at 1 p.m.
He will be joined by Health Minister Christian Dubé and Quebec Treasury Board President Sonia Lebel.
The plan is expected to include financial incentives as well as a commitment to improving working conditions. Last week, Legault said the public sector was missing about 4,000 nurses.
As of Oct. 15, health-care staff who are not fully-vaccinated will be subject to suspensions without pay.
