The video is from Dakshini Hussaini in East Champaran district of Bihar. The sarpanch has been identified as Subhash Bhagat.
In the video, the sarpanch can be seen dancing vigorously among a crowd of people, including with a young woman.
The video has garnered several reactions on social media, from appreciation to trolling.
