Sask. police watchdog clears officer who hit teen while driving 89 km/h

Saskatchewan's Serious Incident Response Team (SIRT) says an RCMP officer who struck a teen with a police truck during a high-speed chase on Kawacatoose First Nation last year should not be charged.
The incident happened on April 8, 2025, after 10 p.m. CST.
Punnichy RCMP were responding to reports involving a gun at a home on Kawacatoose First Nation, about 120 kilometres north of Regina, using two separate vehicles.
The report says the officers were in separate vehicles because one of them was feeling ill and didn't want it to spread.
A 16-year-old boy was flagging down the two police vehicles while standing in a ditch about 600 metres from where the report was made, the SIRT report states.
The first vehicle slowed down when meeting the teen, but the officer following was moving too fast to stop, swerved to miss the first vehicle and hit the teen at 89 kilometres per hour.
The teen was seriously injured. Officers called for EMS and gave first aid. He was eventually airlifted by STARS Ambulance to a Regina hospital.
SIRT was deployed to investigate.
The SIRT report says "the nature of the call to which the involved RCMP members were dispatched warranted a rapid response and required travel in excess of typical speeds."
Before the officer started braking, the RCMP truck was travelling at 123 km/h on a gravel road with a speed limit of 70 km/h, the report says.
The investigation found "no grounds to believe that the Subject Officer committed any Criminal Code offence during the course of this incident, and no charges will be laid," it concludes.
The report does not include any information on the teen's injuries or recovery.
"There being no grounds to believe an offence was committed by any police officer, SIRT’s involvement with this matter is concluded without referral to the Attorney General for Saskatchewan," it concludes.
