A new beach safety rule in the City of Holmes Beach, Florida, prohibits digging holes deeper than one foot and bans metal shovels, while still allowing children's plastic toys for sand play.
Holmes Beach City Commissioner Carol Whitmore told FOX 13 the rule is being implemented to protect both beachgoers and wildlife.
