Members of the UNIFOR 4304 which represents Grand River Transit and Mobility Plus drivers, mechanics and service attendants have not ratified an agreement with the Region of Waterloo.
Workers went on strike as of 12:01 a.m Monday. Bus service stopped at 3:00 a.m.
The ION LRT will continue to run because that service is maintained and operated by Keolis.
An earlier story indicated that 740 Grand River Transit and Mobility Plus drivers, mechanics and service attendants would vote Sunday on a tentative agreement that was reached by UNIFOR Local 4304 and the Region of Waterloo on Saturday.
Voting was expected to take place over three meetings on Sunday.
"No details of the tentative agreement will be released until the members have reviewed it and voted," union president Brendan Burke said in an email to CBC News.
The region said in a release it "is committed to reaching an agreement and we remain open to discussion with the union."
