The Shura Council held its regular weekly meeting, via videoconferencing on Monday, under the chairmanship of HE the Speaker of the Shura Council Ahmed bin Abdullah bin Zaid Al Mahmoud, at the Council's headquarters. During its session, the Council welcomed Qatar's hosting of the office of the General Secretariat of the Global Organization of Parliamentarians Against Corruption (GOPAC), and valued the initiatives of His Highness the Amir Sheikh Tamim bin Hamad Al-Thani, to combat corruption, including Sheikh Tamim Bin Hamad Al-Thani International Anti-Corruption Excellence Awards for the distinguished people in this field and His Highness  the Amir's support for GOPAC. The Council continued its session and discussed a draft law regulating parking spots. The draft law includes (21) articles, and its provisions applied to all users of public parking, as well as to owners and users of private parking spaces when they are used or rented to the public, in addition to the owners of buildings and real estate and their beneficiaries when it comes to parking spaces in them. The draft law defines the competencies of the Ministry of Municipality and Environment (MME) in this field, the conditions that must be met by whoever is authorized to establish or manage private parking or who is entrusted with the management of public parking, and sets penalties for violators of its provisions. After discussion, the Council decided to refer the aforementioned draft law to the Services and Public Utilities Committee to study it and submit a report on it to the Council. The Council reviewed the report of the Legal and Legislative Affairs Committee on a draft law on measures to host the 2022 FIFA World Cup Qatar. The draft law included (43) articles distributed into (10) chapters, and its articles include provisions related to the issuance of entry and work permits for workers in the tournament, the competencies of the security committee, the provisions for facilitating banking and foreign exchange operations during the tournament, issuing, selling and distributing tickets, broadcasting, advertising, transportation during the tournament activities, and the provisions for volunteers. After an extensive discussion of the committee's report, the Council decided to approve the aforementioned draft law as received from the esteemed government. During the session, HE the Speaker of the Shura Council briefed the Council on his participation, via videoconferencing, in the UN General Assembly Special Session against Corruption, which was held in New York from June 2-4, 2021, as the GOPAC President and chaired the meeting of parliamentarians participating in the session.
