Ukrainian Investigators Say They Uncovered Fraud in Arms Procurement

Ukraine's SBU security service and the Defense Ministry said Friday they had uncovered a scheme for fraudulent purchase of artillery shells that involved embezzlement of the equivalent of nearly $40 million.
