Texas mom arrested after toddlers found 'hogtied,'caged and 'heavily soiled'

A woman was arrested in San Antonio, Texas, for allegedly tying up two toddlers inside a home.
"Child endangerment carries a maximum sentence of two years, but I’ll tell you I – what she did to these children is I mean it’s unforgivable," Chief McManus said as he shook his head. "Two years seems like nothing compared to what she did to these children."Another baby is also believed to live in the same home the two children were found, but was located with a different family member at a different household, according to a spokesperson for Child Protective Services.
The two toddlers were taken to the hospital and are now under CPS care.
