It's daytime, and the woman screams, "Call 911! Call 911!" as pedestrians walk down a sidewalk near a South Philadelphia intersection packed with apartments and businesses. Seconds later, she is shot dead, marking the most dubious of milestones.
The city witnessed its 500th homicide of 2021 on Wednesday, matching a record set in 1990, according to police data. It's an average of about one homicide every 16 hours this year.

The two men killed as they floated holding onto their capsized boat in a secondary strike against a suspected drug vessel in early September did not appear to have radio or other communications devices, the top military official overseeing the strike told lawmakers on Thursday, according to two sources with direct knowledge of his congressional briefings.
