An attorney for the city of Durham, North Carolina, defended the Durham City Council's controversial decision to vote against paying a $6 million judgment to a man who was wrongfully imprisoned for 21 years.
After deliberating for just an hour, the jury in a civil rights lawsuit also found that Howard's wrongful convictions were the result of retired detective Darrell Dowdy fabricating evidence and engaging in a bad faith failure to investigate.
