QNADohaThe Military Lecturer Program that trains Qatari military lecturers in international humanitarian law, began on Thursday. The National Committee for International Humanitarian Law is organising the seven-day event in collaboration with the Ministry of Defense and the International Committee of the Red Cross, which is represented by the Gulf Cooperation Council’s regional mission.The programme aims to train and develop Qatari cadres in international humanitarian law, as well as to disseminate the provisions of this law as widely as possible throughout the country.In his speech at the program’s inauguration, Minister of Justice HE Masoud bin Mohammed Al Amri emphasised that the State of Qatar attaches great importance to the principles of international humanitarian law and ensures its respect through its contribution in many aspects to serve humanity, such as education of all kinds in areas affected by armed conflicts, as well as financial contributions provided by the state, when necessary, to countries.His Excellency emphasised Qatar’s desire to contribute to the protection of civilians during armed conflicts without discrimination by adhering to the principles of international humanitarian law, noting that the National Committee for International Humanitarian Law was established in accordance with Cabinet Resolution No. 27 of 2012 with the goal of consolidating the principles of international humanitarian law at the national level.The Minister of Justice emphasized that what is disturbing is the lack of compliance and full implementation of international laws and standards in some international practices, particularly those related to international humanitarian law, which leads to the failure to protect defenseless civilians and targets workers in the humanitarian, relief, medical, and media sectors. He emphasised that the most egregious example is the assassination of disarmed group by Israeli occupation forces, including the assassination of journalist Shireen Abu Aqla, Al-Jazeera correspondent, at the hands of the brutal Israeli occupation, which is a clear violation of the principles of international humanitarian law, as well as the freedom and right of peoples to access information.Besides, the minister emphasised the Ministry of Justice’s eagerness to invest in human cadres, based on Qatar National Vision 2030, which made human development one of its pillars, whether through the various and specialised courses offered by the Center for Legal and Judicial Studies for jurists in government agencies and other entities, or through the efforts of the National Committee for International Humanitarian Law.The minister urged the Ministry of Defense participants in this programme to take advantage of the opportunity to meet the goals and ambitions of the National Committee for International Humanitarian Law in obtaining elite Qatari military lecturers after the programme stages concluded, in order to benefit from them in the present and future.Furthermore, the minister stated that the establishment of this committee was a reflection of the wise leadership of the Amir, His Highness Sheikh Tamim bin Hamad Al-Thani, and a consolidation of the State of Qatar’s approach, for which the world witnessed persistent and responsible humanitarian effort to resolve conflicts, banish the specter of wars, rescue victims, and remove the destruction left behind, which embodies Qatar’s seriousness.
