
Lindsey Graham, who voted against Senate foreign aid bill, ‘very optimistic’ about House proposal

Sen. Lindsey Graham, R-S.C., said Sunday that he feels "very optimistic" about a House bipartisan caucus' $66 billion foreign aid package.
