The Letcher County, Kentucky Courthouse was plagued by accusations of sexual abuse, and one of the accusations may have contributed to the alleged killing of Judge Kevin Mullins.

The events that led to the shooting, according to Stines' attorney, began years earlier with a civil lawsuit against a former Letcher County Sheriff's deputy for allegedly raping a female defendant who was out on bond. He grew up in Rhode Island and is a graduate of Elon University.
