The Justice Department is exploring a legal framework to limit gun purchases by transgender people, according to sources familiar with the early discussions.

But the discussions surrounding two hotly contested issues for Republicans — preserving Second Amendment rights and tightening policies related to transgender people — are happening.
One source pointed to a "pattern" of shootings carried out by transgender people, including the recent tragedy at a Catholic Church in Minnesota.
