"I am not critical of the judiciary or the judges...I am not happy with the present system of the Supreme Court collegium. No system is perfect. We have to always strive and work towards a better system," the minister said.
Union Law Minister Kiren Rijiju has called as "opaque" the present Supreme Court collegium system through which judges are appointed, and said the "fittest" persons should be appointed as judges and not someone whom the collegium knows.
There was "intense politics" in judiciary although the judges may not show it, he said while referring to the collegium system.
Speaking on 'Reforming Judiciary' at the India Today conclave in Mumbai on Friday, the minister also said that across the world, it is the governments that appoint judges, while in India only judges make these appointments.
"I am not critical of the judiciary or the judges...I am not happy with the present system of the Supreme Court collegium. No system is perfect. We have to always strive and work towards a better system," the minister said.
