Bürger sollen verstehen, was gilt. Deshalb sollen Gesetze präzise formuliert sein. Doch zusehends ist das Gegenteil der Fall – etwa beim Infektionsschutzgesetz. Selbst Experten steigen in manchem Paragrafen-Wirrwarr kaum mehr durch. Das ist auch verfassungsrechtlich problematisch.
Kürzlich wollte der Augsburger Rechtsprofessor Josef Franz Lindner prüfen, wie lange die Corona-Einreiseregeln noch gelten. Genauer: Wie lange die Bundesregierung sie verlängern und gegebenenfalls ausdehnen darf. Die aktuelle Verordnung, die nur für den Fall neuer Virusvariantengebiete Quarantäne und 3G-Nachweise an der Grenze vorsieht, läuft Ende August aus. Und die Frage steht im Raum, was dann passiert.
Sind die Reisebeschränkungen per Verordnung dann endgültig Geschichte? Oder kann Gesundheitsminister Karl Lauterbach (SPD) sie im Alleingang wiederbeleben – und womöglich verschärfen?
