Because the department’s proposed rule expands "on the basis of sex" to include gender identity and thus bars discrimination in athletics on that basis, the administration would require schools to allow a biological male who identifies as a female to compete in women’s and girls’ athletics.   A former senior counselor to the U.S. Secretary of Education, Robert S.
