门诊费用跨省直接结算驶入“快车道”

近日，国务院召开常务会议，确定深入推进跨省异地就医费用直接结算措施，进一步便利群众就近看病用药。

About 52,900 designated hospitals and institutes nationwide offer the cross-provincial settlement services to inpatients, and over 10 million people have managed to settle their medical expenses.The service has also expanded from hospitalization to outpatient services since earlier this year, according to the National Healthcare Security Administration.国家医保局表示，启动住院费用跨省直接结算工作以来，全国已经有5.29万家定点医疗机构，累计结算人次已经突破1000万人次。今年年初开始，跨省结算扩展至门诊服务。

我们都知道“病人，患者”对应的英文单词是patient，而在医院就医的患者当中，有些在门诊治疗后就可以回家，有些则需要在医院住一段时间进行治疗，由此，“门诊患者”就是outpatient，“住院患者”就是inpatient。如果想表达“某人住院了”则可以用someone is hospitalized来表示。新冠疫情期间医院统计的“住院率”则可用hospitalization rate表示。

Now about 120,000 designated hospitals across the nation offer the services for their outpatients.目前全国约有12万家定点医疗机构提供门诊跨省直接结算服务。

在门诊慢特病方面，高血压、糖尿病两个门诊慢特病已在西南5省试点。

To improve healthcare for people suffering from chronic illness and critical diseases such as hypertension and diabetes, the administration has offered cross-provincial settlement for them since September.今年9月，全国范围内启动了高血压、糖尿病等慢特病相关治疗费用跨省异地就医直接结算。

此外，门诊费用跨省直接结算流程更加优化和便利。

部分参保地可以通过国家医保服务平台App和国家异地就医备案小程序，实现异地就医的跨省通办（cross-provincial registration），参保人无须回到参保地开通备案。

除社保卡外，现在参保人可以通过国家医保服务平台App或支付宝、微信、手机银行等多种渠道激活个人医保电子凭证（indivudial e-code for medical insureance）。
