  學會建議,徹底免除外地人來港首次置業需繳付15%從價印花稅及15%買家印花稅,合共30%稅款,並取消「先付後退」的稅務安排。同時建議優化15%從價印花稅的安排,並放寬新住宅從價印花稅。

  學會指出,為應對公屋濫用問題,政府應收緊「富戶政策」,降低繳交額外租金的門檻,將應繳租金提高至正常租金的三至四倍,同時降低入息及資產限額,以加快公屋空置單位流轉。

  至於有關二手居屋銷售,長遠而言,學會認為二手居屋應只可按自行議定的價格轉售單位予居二市場的合資格人士,而不可再透過補地價機制轉至公開市場。
