China's top economic planner, the National Development and Reform Commission, pledged to further remove market access barriers and revise the market access negative list for private enterprises in a timely manner, in a bid to accelerate the development of the private economy. The announced new moves aim to encourage greater private sector participation in major national projects and programs, including those aligned with major national strategies, building up security capacity in key areas, as well as the large-scale renewal of equipment and the trade-in of consumer goods.

所谓“两重”，是指国家重大战略实施和重点领域安全能力建设。发行超长期特别国债支持“两重”建设，是实施一揽子增量政策推动经济高质量发展的一项重大举措。2024年《政府工作报告》明确提出，从2024年开始拟连续几年发行超长期特别国债，专项用于国家重大战略实施和重点领域安全能力建设。

所谓“两新”，是指推动新一轮大规模设备更新和消费品以旧换新。2024年2月，习近平总书记主持召开中央财经委员会第四次会议时强调，“要鼓励引导新一轮大规模设备更新和消费品以旧换新”。为贯彻落实党中央决策部署，2024年3月，国务院印发《推动大规模设备更新和消费品以旧换新行动方案》，对实施设备更新、消费品以旧换新、回收循环利用、标准提升四大行动等作出具体安排；2024年7月，国家发展改革委、财政部联合印发《关于加力支持大规模设备更新和消费品以旧换新的若干措施》，统筹安排3000亿元左右超长期特别国债资金，持续推动“两新”政策落地见效。
