77国集团成立于1964年，是由发展中国家组成的政府间国际组织，旨在加强团结合作以加快发展中国家经济社会发展进程。中国一贯支持该组织正义主张和合理要求。自20世纪90年代以来，中国同77国集团关系在原有基础上有了较大发展，通过“77国集团和中国”这一机制开展协调与合作。

本次峰会的主题是“当前发展面临的挑战：科学、技术和创新的作用”，峰会通过《哈瓦那宣言》。宣言指出，科技和创新对推动发展中国家可持续发展具有重要意义，要加强南北合作、南南合作，提高发展中国家获取科技的机会和发展科技的能力，建立一个开放、公平、包容、非歧视的科技发展环境。宣言将9月16日定为“南方国家科学、技术和创新日”。此外，峰会通过一项单独声明，同意墨西哥重新加入“77国集团和中国”机制。
