London (CNN)Boris Johnson, the UK's new Prime Minister, has inherited an unprecedented constitutional mess from his predecessor, Theresa May.May was forced to resign after the UK's lawmakers refused to ratify the Brexit deal that she secured with the European Union three times, and also failed to agree on any alternative outcome. So, while the UK might have a new Prime Minister, it doesn't have a new Parliament. Before long, Johnson is going to have to face up to this reality.
